Ellrich is a small town in the southern Harz region, and like hundreds of German municipalities it turned to Notgeld in the early 1920s when coin shortages made small-denomination transactions genuinely impractical. The Magistrat commissioned Karl Koch of nearby Nordhausen to produce the series — a logical choice given Koch's established regional print operation. Seifert's design credit suggests a local or regional commercial artist rather than a specialist banknote engraver, which was entirely typical of Notgeld commissioning practice at this level of municipal government.

Koch's Nordhausen shop handled a number of Harz-area Notgeld contracts during this period, and production quality varied by order.
