Austrian Notgeld issued by a rural commune — Steinwald is a small village in Upper Austria, and like hundreds of similar municipalities, it issued emergency small-change notes during the acute coin shortage that gripped Austria from roughly 1916 onward. The 75 Heller denomination sits in a range that saw heavy everyday use as metal coinage of equivalent value vanished into hoarding and wartime metal drives.
Franz Himmelbauer, who signed as issuing authority, was almost certainly the local Bürgermeister. Commune-level Notgeld of this type was rarely redeemed in any systematic way, and surviving pieces frequently show genuine circulation wear — unlike the collectible series produced after 1920 primarily for the philatelic market.
