Schönberg's 75 Heller Notgeld was part of the wave of municipal emergency currency that flooded Austria between 1920 and 1921, when coin shortages made small-denomination transactions nearly impossible and local authorities were effectively left to solve the problem themselves. The Ortsgemeinde — a rural parish-level administrative unit — had the legal latitude to issue these notes under the broadly permissive framework Austria tolerated for Notgeld, though the central authorities never formally sanctioned the practice with enthusiasm.
Johann Hennerbichler's single signature as issuing authority reflects the small-scale, locally administered nature of the issue — this was a community instrument, not a banking product.
