Pupping is a village in the Eferding district of Upper Austria with a population that has rarely exceeded a few hundred people. That a settlement of this size issued its own emergency currency is less surprising than it sounds — the postwar collapse of the Austro-Hungarian monetary system triggered a flood of Notgeld across the German-speaking lands, and thousands of Austrian municipalities printed their own scrip between 1919 and 1921 to compensate for a chronic shortage of small-denomination coins.
The Jaksch/Pick 0792 reference places this squarely within the documented Upper Austrian municipal series. Pupping's issues are not among the rarer village Notgeld, but complete sets in unfolded condition are harder to locate than single pieces.
