The Ural Cossack Army established its own monetary authority in 1918 as the Bolshevik advance threatened to sever the Ural Cossacks from Kerensky-era currency supplies. These notes were issued under the authority of the Ural Cossack Army's administration centred at Uralsk, functioning as a parallel local currency during the bitter fighting along the Ural River front that lasted well into 1919.

The two signatories — Kirichenkov and Fomichev — held administrative rather than military roles, reflecting the civilian financial apparatus the Cossack host maintained even under wartime conditions. The host was ultimately forced southward toward the Caspian and effectively destroyed as an organized force by early 1920.
