The "4 Africa" series — issued across several francophone West African nations in the early 2000s under the BCEAO umbrella — occupied an awkward legal position from the start. These pieces were struck as legal tender but saw virtually no circulation, produced largely for the international collector market at face values bearing no practical relationship to everyday commerce. The 6000 francs denomination alone exceeded the daily wage of most Togolese workers at the time of issue.
