The 60 Rouble denomination was an unusual choice, and deliberately so. In 1919, the Soviet government was printing money at a rate that rendered conventional denominations obsolete almost immediately — the 60 Rouble note was part of an attempt to fill the gap between 40 and higher values without committing to a full round-number series that would signal how badly inflation was accelerating.
RSFSR notes of this period are notorious for wide variation in paper quality, watermark placement, and ink consistency, all consequences of printing under wartime Civil War conditions with whatever stock was available.
