Obverse description The obverse is divided into three vertical panels by a red diamond-pattern border. The left panel bears the denomination numeral '60' above the text 'Kassenschein über Sechzig Heller Marktgem. Telfs' in Gothic blackletter script. The central vignette, rendered in bold woodcut style, presents a seated muscular male figure in a reclining pose with a staff or pole. The right panel carries the abbreviated denomination 'Hl', validity clause 'Giltig bis 31. Jän. 1921', and three manuscript facsimile signatures for Bürgermeister, Vizebürgermeister, and Kassier.

Telfs is a market town in the Inn Valley west of Innsbruck, and like hundreds of Austrian municipalities it resorted to issuing its own emergency paper during the postwar Heller shortage. The Österreichische Nationalbank's inability to supply adequate small-denomination coinage after 1918 pushed this responsibility onto local governments — a chaotic but pragmatic solution that produced thousands of distinct Notgeld issues across Austria between 1919 and 1922.

Wagner in Innsbruck handled a considerable volume of Tyrolean municipal printing during this period, making them the regional workhorse for these issues.
