Naarn is a small market commune in Upper Austria, and this 60 Heller note is a product of the Notgeld wave that swept Austrian municipalities after the collapse of the Habsburg economy left the new republic chronically short of small-denomination coinage. L. Haase in Linz handled a considerable volume of this municipal emergency paper for Upper Austrian communities during 1920, printing to local order with locally authorized signatures.
Franz Dierneder's signature as the authorizing official is the sole point of individual accountability on the note — a reminder that these instruments rested entirely on the creditworthiness of a village administration, not a central bank.
