Mitterndorf's 60 Heller notgeld belongs to the second wave of Austrian municipal emergency money, issued after the initial 1919 shortages made small-denomination coinage functionally absent from everyday commerce. By 1920, hundreds of Styrian and Upper Austrian communes were issuing their own paper heller notes, and many — Mitterndorf among them — produced multiple series with variant designs to satisfy the growing collector trade that had developed almost in parallel with the actual currency shortage.
The "c" variant designation in the Jaksch reference indicates a third design iteration within the series, a detail that matters for completeness but also flags this as a note produced at least partly with collectors in mind rather than pure necessity.
