Mitterndorf's wartime and postwar small-change shortages prompted dozens of Austrian municipalities to issue their own Notgeld, and this 60 Heller note is part of that wave. The collapse of the Habsburg monetary system after 1918 left rural communes without enough coin to conduct basic daily commerce — bread, salt, a ferry crossing. Local authorities stepped in with stamped paper, often printed in short runs on whatever stock was available.

The official stamp was the only meaningful anti-counterfeiting measure, which tells you something about both the urgency and the limited resources of the issuing body. By 1922, rampant inflation had rendered most Austrian Notgeld worthless in practical terms, and redemption was uneven at best.
