The Hadsegélyező Hivatal was a Hungarian wartime welfare body that issued these small-denomination notes to facilitate minor transactions when coinage had been almost entirely withdrawn from circulation by 1916 — silver and copper alike were being melted for the war effort. The 6 Fillér denomination is particularly unusual; fractional values this low were rarely worth the cost of printing under normal conditions, which says something about how badly small change had dried up.
Globus Nyomda was a Budapest commercial printer, not a security press, and the rudimentary production quality of this series reflects that.
