Blagoveshchensk, perched on the Amur River directly across from Chinese Manchuria, was one of the most isolated flashpoints of the Russian Civil War in the Far East. By 1920 the Bolsheviks had briefly established control, the Whites had lost it, the Japanese were occupying neighboring Khabarovsk, and the short-lived Far Eastern Republic was being negotiated into existence. Notes issued by the Blagoveshchensk branch under these conditions were local emergency paper — not coordinated Moscow policy, but improvised responses to a complete collapse of currency supply chains from the west.
The S-prefix in the Pick reference places this firmly in the Siberia and Urals regional classification. At 5000 Roubles, this is a high denomination even by the inflated standards of 1920 Russian provincial issues.
