The Russian State Treasury's 1918 high-denomination issues were products of a government already losing its grip on monetary order. By mid-1918, the Bolshevik-controlled Soviet apparatus was printing alongside surviving Provisional Government plates, and the State Treasury notes like this one occupied an awkward institutional position — issued under pre-revolutionary authority structures that were effectively dismantled even as the notes rolled off the press in Petrograd.

Rampant inflation had made 5,000 roubles a practical, not a prestige, denomination within months of issue.
