Guinea's 1970 gold commemorative series was issued under Ahmed Sékou Touré, who had broken with France entirely in 1958 — the only territory in French West Africa to vote "Non" in de Gaulle's constitutional referendum, a decision that prompted France to withdraw all aid and personnel within two months. The resulting economic isolation meant Guinea sought prestige coinage contracts abroad, with this series almost certainly struck by Valcambi or a comparable European facility rather than any domestic mint.
The Cléopâtre issue was part of a broader "famous women" release that year, a format popular among newly independent nations cultivating international collector markets to generate hard currency.
