Gabon's franc CFA is issued under the authority of the Banque des États de l'Afrique Centrale, meaning the Gabonese government has limited unilateral control over its coinage program. The large-format silver issues produced from roughly 2012 onward were effectively farmed out to European minting houses targeting the collector market, with subject matter bearing no geographic or historical connection to Gabon whatsoever.
The Heart of Chechnya mosque in Grozny was completed in 2008 and named by Ramzan Kadyrov after his father. Its appearance on a Gabonese collector coin is a function of licensing arrangements, not diplomacy.
