Chad has no meaningful legislative or cultural relationship with cannabis, which makes this issue exactly what it is: a bullion-adjacent novelty struck for the collector market under a West African CFA franc designation that Chad itself does not control. The BEAC, which governs the Central African CFA franc, has no involvement in these pieces — they are authorized through private licensing arrangements that have proliferated across nominally sovereign African issuers since roughly 2015.
KM#377 attribution places it within the Krause framework, but these Chad "5000 Francs" cannabis issues have no circulation status and no presence in Chadian commerce.
