This is not a government-issued banknote. The "5000 Dollars Inflation" piece is a privately produced novelty item, printed by Gammaprint in Luzern with no authorization from the U.S. Treasury or the Federal Reserve. It carries no legal tender status in any jurisdiction.
The U.S. has never issued a circulating 5,000-denomination note since the large-denomination series was withdrawn from circulation in 1969 — making the face value a deliberate fiction rather than a reference to any real instrument.
