Kansai International Airport opened in September 1994 after nearly two decades of planning, built entirely on an artificial island in Osaka Bay — an engineering project so ambitious that the island has been sinking measurably ever since, requiring continuous foundation adjustments that were budgeted from the outset. The commemorative was issued to mark the opening, one of a long series of 500 yen copper-nickel commemoratives Japan produced throughout the Heisei period before bimetallic technology replaced the series format entirely.

The sinking problem proved worse than engineers projected. By the early 2000s, the main terminal had subsided several meters beyond initial estimates.
