North Korea issued a small series of collector coins tied to the 1988 Seoul Olympics — an event the DPRK actively boycotted after failing to secure co-hosting rights with the South. The regime had demanded that eight events be held on Northern soil; the IOC offered three. Talks collapsed, and Pyongyang withdrew. These coins were nonetheless struck and sold through foreign currency channels, a routine hard-currency earner for the state entirely detached from any domestic circulation.
