Slovenia declared independence from Yugoslavia in June 1991 following a ten-day war — one of the shortest and least bloody of the Yugoslav succession conflicts. The tolar, introduced that same year, was the new state's first currency, and commemorative silver issues like this one served the practical function of building foreign exchange reserves during a period when Slovenia was actively seeking international recognition and IMF membership.

The Čop reference places this squarely within a documented series, though the 1996 issue date falls five years after the events commemorated — by which point Slovenia had already secured UN membership and was well along its path toward EU candidacy.
