Mongolia's football commemorative program in the 1990s was entirely export-driven — the country had no meaningful domestic market for silver coins and produced these specifically for the European collector trade. The 1998 World Cup in France generated a wave of licensing agreements with smaller nations whose FIFA membership made them eligible to issue official commemoratives, and Mongolia was among dozens that obliged.
Schön 182 is one of several Mongolian issues from this period struck by European contract mints rather than the Mongolian State Mint.
