Daniel arap Moi had consolidated single-party rule under KANU by 1982, and the coins issued in his honor during the late 1980s were as much political instruments as commemoratives. Kenya was under significant IMF pressure during this period, with foreign debt and structural adjustment programs dominating government policy — yet silver presentation pieces continued to be struck for international collectors and diplomatic gift markets rather than domestic circulation.
KM#24 was produced by the Royal Mint on contract, as Kenya lacked domestic precious metal striking capacity.
