Tamil Eelam has no issuing authority, no treasury, and no territory — the state declared unilaterally by the Liberation Tigers of Tamil Eelam was militarily extinguished in May 2009 when Sri Lankan forces killed LTTE leader Velupillai Prabhakaran. This piece is a fantasy issue produced a full decade later, with no governmental, institutional, or organizational body behind it.
