| Obverse description | Central vignette shows the State Duma building in Moscow within an oval frame, with radiating sunburst effect above the dome. Serial number appears at upper left and upper right. The Kama Region (Prikamsky Krai) notes were issued by the Perm branch of the State Bank in 1918, during the period when Bolshevik authority in the Urals was fragmenting under pressure from the advancing Czech Legion and White forces. The regional issue was a practical response to an acute currency shortage — the flow of notes from Petrograd and Moscow had been disrupted, and local commerce was grinding down.
Pick S916 belongs to a broader family of provisional regional issues that Soviet historiography later lumped together awkwardly. These notes circulated only briefly before White forces under Kolchak's command absorbed the region in late 1918, rendering them void almost immediately upon consolidation.
