The 1921 RSFSR note issues came during the period of War Communism's unraveling, when Soviet monetary policy was in genuine theoretical conflict with itself — Bolshevik ideologues had seriously debated abolishing money altogether, yet the printing presses ran harder than at any point under the Tsar. Inflation by this point had rendered the rouble functionally worthless; workers received wages in physical goods or rations, and notes like this one circulated in quantities that stripped denominations of practical meaning within weeks of issue.
The 1921 series was among the last before the NEP-era monetary reform that introduced the chervonets in 1922 and eventually the new rouble in 1924, wiping out the old currency entirely.
