Yemen's 1981 piedfort issues were produced for the international collector market, a common revenue strategy among smaller states in the late Cold War period. The "Sponsor of the Disabled" theme references a specific domestic welfare initiative promoted under President Ali Abdullah Saleh, who had consolidated power just two years earlier following the 1978 assassination of his predecessor Ahmad al-Ghashmi.
Piedforts at roughly double standard planchet thickness were struck in limited numbers and sold at significant premium. Few entered circulation in any meaningful sense.
