Issued to mark the 500th anniversary of Columbus's 1492 landfall — an event the Dominican Republic treats as foundational, given that La Española was his first sustained base of operations in the Americas. The quincentennial itself was politically charged across the region, with Caribbean and Latin American nations divided between commemoration and outright rejection of the occasion as a celebration of conquest.

De La Rue produced this on cotton substrate with a security thread, relatively modest by the security standards the printer was deploying elsewhere by the early 1990s. P#141 was a single-issue commemorative, not a replacement for the circulating series.
