Western Sahara has no functioning government with minting authority — the territory remains disputed between Morocco, which administers most of it, and the Sahrawi Arab Democratic Republic, recognized by some states but controlling only a thin strip near the Algerian border. Coins issued under the "Western Sahara" name are produced by private minting companies, typically in Eastern Europe, for the souvenir and novelty market. They have never circulated and were never intended to.
