The 2004 handover anniversary commemoratives were issued at a politically charged moment — five years after the December 1999 transfer of Macau from Portuguese to Chinese administration, ending over 440 years of Portuguese presence, the longest-running European colonial arrangement in Asia. Beijing had granted Macau "Special Administrative Region" status under the one country, two systems framework, mirroring the 1997 Hong Kong arrangement but with notably less international scrutiny.
The Monetary Authority of Macao, itself a product of the transition period, issued this piece under the authority it assumed from the former Issuing Institute.
