Turkmenistan's permanent neutrality was formally recognized by the United Nations in December 1995 — an unusual status actively pursued by President Saparmurat Niyazov, who used it as both foreign policy doctrine and domestic propaganda. This coin marks the tenth anniversary of that recognition. Niyazov, who had renamed himself Türkmenbaşy ("Leader of all Turkmen"), oversaw a personality cult so extreme that months of the year were renamed after himself and his mother.
The 6g silver format places it among Turkmenistan's smaller commemorative issues from this period.
