Obverse description The Romanian national coat of arms occupies the central field, depicting a golden eagle displayed, its wings spread, holding a cross in its beak and a sword and sceptre in its talons, with a quartered shield on its breast bearing the emblems of the historic Romanian provinces. The arms are framed by a decorative wreath of stylised olive branches tied at the sides, with a small dot ornament at the apex. The date 1995 appears in the lower exergue in large numerals. The design is rendered in a clean, medallic style with well-defined relief.

Reverse description The large bold denomination numeral 500 dominates the central field, with the currency unit LEI inscribed immediately below in slightly smaller lettering. The country name ROMANIA arcs along the upper periphery as the principal legend. Two stylised floral torches flank the denomination on either side, and a decorative wreath of stylised blossoms and leaves encircles the lower portion of the field. The engraver's initials C.D, attributed to Constantin Dumitrescu, appear in small characters below the denomination, above the base of the wreath.

This copper-plated steel composition was among several substrate options evaluated before final production decisions were made — pattern pieces from this phase rarely left official hands and did not circulate.
