Chinese local grain ration coupons — liangpiao — were administered at the municipal and county level throughout the planned economy period, with issuing authorities ranging from provincial bureaus down to individual work units. Shaoyang, an inland prefectural city in Hunan, issued its own series independently of provincial coupons, meaning this piece was only valid within the city's own distribution network. The system was officially abolished nationally in 1993, making 1989 a late-period issue with only a few years of active use before the entire apparatus was dismantled.
