The Bank of Central African States issues currency on behalf of six member nations — Cameroon, Central African Republic, Chad, Congo, Equatorial Guinea, and Gabon — none of which have any cultural or historical connection to the Chinese lunar calendar. These tiger-themed coins are produced entirely for the collector export market, a revenue strategy that BEAC and several other African monetary authorities have leaned on heavily since the early 2000s. The ruthenium plating, an exceptionally hard platinum-group metal, is chosen for its ability to produce a stark near-black contrast finish rather than for any metallurgical tradition.
