Cameroon's modern bullion and commemorative program has been largely contract-struck by European private mints — primarily Berne and Warsaw operations — with the Cameroonian government licensing its name and legal tender status rather than exercising meaningful monetary control over the series. The "Ten Commandments" issues follow this pattern exactly, produced for the collector market with no meaningful domestic circulation.
