Cameroon's wildlife-themed bullion and collector series has expanded aggressively since the mid-2010s, largely produced under licensing arrangements with European minting houses — in this case almost certainly the Bavarian State Mint or a comparable contractor — rather than struck domestically. The CFA franc zone's monetary policy is managed by the Banque des États de l'Afrique Centrale, meaning Cameroon has no independent mint and these issues are effectively export products aimed at the European and Asian collector markets.
The amber insert is cast resin, not genuine fossilized amber. Worth knowing before the question comes up at auction.
