Fantasy notes occupy an awkward corner of the hobby — neither forgeries nor legitimate issues, they exist largely as novelty items, educational props, or collector curiosities with no redemption value and no issuing authority behind them. This one, printed on polymer substrate with a hologram and QR code, was almost certainly produced by one of the small commercial print operations that emerged in the 2010s supplying the prop money and educational markets, often using generic African savanna imagery to suggest an unnamed sub-Saharan nation.
The QR code is the tell. No central bank uses QR codes as primary security features.
