The Bank of Central African States issues currency on behalf of six member nations — Cameroon, Central African Republic, Chad, Congo, Equatorial Guinea, and Gabon — all bound to the CFA franc through a monetary agreement with France that dates to 1945. That arrangement fixes the exchange rate to the euro and requires France to guarantee convertibility, a relationship that has drawn sustained criticism from African economists and policymakers since the 1990s. The BEAC's collector issues, of which this is one, are minted almost entirely for the export numismatic market rather than regional circulation.
