Rwanda's central bank has issued 500-franc notes in relatively unbroken continuity since the 1970s, but the 2019 series marked a deliberate push toward a regionally coherent look — part of a broader East African Community effort to modernize note design across member states without surrendering distinct national identity. G+D's Leipzig facility, which has supplied Rwandan notes across multiple series, handled the production here on cotton substrate with a comparatively modest security specification for the denomination: watermark and security thread only, without the polymer or color-shifting elements used on higher values in the same issue.
