The Territoire Français des Afars et des Issas was France's last foothold on the Horn of Africa — a renamed rebranding of French Somaliland following the 1967 referendum that narrowly voted against independence, largely due to voting irregularities and the expulsion of Somali voters before polling. This note circulated during the uneasy interregnum before Djibouti finally achieved independence in 1977, at which point the Trésor Public issues were replaced by the Banque Nationale de Djibouti series.
Armanelli and Régnier were both established Banque de France workshop engravers whose names appear across numerous French colonial and overseas territory issues of the period.
