The International Year of the Scout was declared by the United Nations for 1983, coinciding with the 75th anniversary of the Scout Movement founded by Robert Baden-Powell in 1907. The Eastern Caribbean Central Bank issued this piece on behalf of its member territories — Antigua and Barbuda, Dominica, Grenada, Montserrat, St. Kitts-Nevis, St. Lucia, and St. Vincent — which share a common currency but retain separate national identities.

Mintages for ECCB commemorative gold of this period were extremely low, produced primarily for collector markets rather than circulation. Fr#2 places it early in the French catalog's Eastern Caribbean gold sequence.
