Bosnia and Herzegovina began issuing its own coinage in 1994 while the Siege of Sarajevo was still ongoing — the longest siege of a capital city in modern warfare history. The country's monetary infrastructure was being built from scratch under wartime conditions, and these early commemorative issues were produced abroad, as no domestic mint existed.
KM#25 belongs to the first wave of Bosnian numismatic issues, aimed largely at the collector export market rather than domestic circulation.
