Rwanda's commemorative silver program has leaned heavily on the Asian lunar calendar since the early 2010s, producing pieces aimed squarely at collector markets in East Asia and the broader diaspora. The 2013 Snake falls in the Year of the Snake under the Chinese sexagenary cycle — the sixth animal in the twelve-year sequence, associated in traditional belief with wisdom and financial acumen, which explains the "success" attribution on this issue.

The 3D designation refers to a domed or shaped planchet treatment applied during striking, a technique Berne-based B.H. Mayer's Kunstprägeanstalt and similar European contract mints were producing extensively for African sovereign issuers during this period. Rwanda itself has no domestic minting infrastructure.
