Rwanda has no coastline and no native lionfish population, which makes this issue one of the more geographically incongruous entries in the country's wildlife coin program. By 2010, the National Bank of Rwanda had become a prolific participant in the European-produced collector coin market, issuing numerous themed pieces aimed squarely at thematic collectors rather than domestic circulation — this lionfish piece being a straightforward example of that commercial model.
