The 1996 World Food Summit, convened in Rome by the FAO, drew 185 nations to address global hunger targets — yet Afghanistan at the time was mid-collapse, with the Taliban seizing Kabul in September of that year, just weeks before the summit opened in November. Da Afghanistan Bank issuing a commemorative for an international food security conference while the country's own agricultural economy was being systematically dismantled makes this one of the more incongruous official issues of the decade.
