Afghanistan issued this piece in 2001, five years before the tournament it commemorates — an awkward timeline explained by the collapse of Taliban rule following the September 11 attacks and the subsequent Bonn Agreement, which reconstituted Afghan state institutions. The interim administration under Hamid Karzai needed to generate hard currency, and licensing commemorative coin programs to foreign minting houses was a fast, low-infrastructure route to doing so. The FIFA branding was licensed well in advance of 2006, making the five-year gap between issue date and subject entirely deliberate rather than anomalous.
