The Tung Pei Bank of China — the Northeast Bank — was a Communist-administered institution operating in Manchuria during the civil war period. By Republican year 38 (1949), the Nationalist government had effectively lost the northeast, and this note belongs to the inflationary endgame of that collapse: denominations had spiraled into the hundreds of thousands as hyperinflation gutted the value of any lower-denomination paper still in circulation.
The promissory note designation is significant — it reflects the issuing authority's quasi-banking posture during a period of active military transition, before the People's Bank absorbed regional Communist-zone institutions later that same year.
