Bad Reichenhall's municipal council issued emergency currency — Notgeld — during the hyperinflation of 1923, when the Reichsbank's own supply of legal tender was simply unable to keep pace with demand. Half-million mark denominations, unthinkable two years earlier, were routine by mid-1923; by November, this note would have bought almost nothing.
Carl Schiffmann's signature is confirmed; the second signatory is illegible across surviving examples, suggesting a lower administrative official rather than an elected councillor. The official seal substitutes for more sophisticated security printing — typical of municipal issues produced under time pressure without access to professional banknote printers.
