Hörde, then an independent industrial city in the Ruhr, issued emergency currency — Notgeld — during the hyperinflation peak of late 1923, when the Reichsbank's printed denominations were consistently outpaced by price movements before notes could even reach circulation. The 500 million mark overprint on an existing 50 million mark base is a mechanical record of that acceleration: the underlying note was already obsolete by the time the ink was dry on the original denomination.

The dual authority — both the municipal Magistrat and the rural Kreisausschuss — reflects Hörde's administrative complexity before its 1928 incorporation into Dortmund.
