Worms was among hundreds of German municipalities forced into notgeld printing during the hyperinflation of 1923, as the Reichsbank's own output could not keep pace with denominations that were becoming obsolete within days of issue. By late 1923, half a billion marks was roughly the price of a loaf of bread — the figure that reads as extraordinary today was purely functional at point of issue.

The embossed stamp served as the primary authentication, a low-cost security measure typical of municipal emergency issues where the printing infrastructure was limited to local commercial printers. Stadt Worms had no standing note-printing operation of its own.
